Issue Review Procedure
(Members only)

 

In an effort to provide leadership in areas of economic development and the quality of life in Harris County, the Harris County Chamber of Commerce shall investigate issues deemed appropriate to the mission statement of the Chamber.  This shall be done according to the following procedure:

Members requesting the issue review shall submit Part One of the Issue Review Form to the Executive Committee of the Chamber for review.

If approved for further investigation, the Executive Committee will appoint an investigating task force to perform an in-depth study as outlined in Part Two of this procedure.  The submitting members will be informed in writing of action taken.  When the task force has completed their investigation, they shall submit their findings to the Board of Directors.  The directors will decide what action should be taken.  The submitting members will be informed in writing of this action.

 

Part One

Instructions for Submission:

On a separate piece of paper please give the following information:

List name(s) of person(s) and/or committee(s) making inquiry.
Designate one person as contact, include phone number.

Submit written responses to the following questions and attach this form to the front of the document.  Mail or deliver to the Chamber office: P. O. Box 426, Hamilton, GA  31811.  Document may be presented to Executive Committee in person.  Call the Chamber office to be added to the agenda, 628-0031.

 

1.    Briefly state the issue, explaining why this is a "Chamber" issue.
2.    Is this a "Planning For Growth" issue?  If so, which goal?
3.    What are the deadlines for the Chamber making its position known?
4.    To the best of your knowledge, where did the issue originate?
5.    Who will be impacted and how?
6.    What geographic areas (local/regional) will be impacted and how?
7.    Who are the decision makers?
8.    What types of decision are being suggested?  By whom?

9.   
What other persons and/or organizations are involved in promoting or discouraging the issue?
10.  What are the sources of information for further investigation?

Part Two of Two

1. How does this issue fit within the purposes and goals of the Chamber?  Research the appropriateness of the issue,  i.e., expound on the first two questions of Part One of this review.

2. When taking a position on this issue, what are the "risks" versus the "benefits" to the Chamber?  Take into consideration the Chamber's credibility and the possible alienation of some members.

3. Is this an issue for which Chamber-wide (membership) consensus is recommended?

4. Identify the sources of information provided to this committee and state the information provided by each.  Remember there are many agencies with a wealth of resources.

5. Recommend a position and support the reasons for this recommendation.  List advantages and disadvantages.  This list may include, but is not restricted to, the impact the issue will have on the economy (employment, taxes) and quality of life (public services, environment), etc.

6. What will the Chamber's future role be on the issue?

7. How is the Chamber's stand on the issue to be made known?

8. To whom and by whom is the Chamber's position to be made known?
